Who was Arai Ikunosuke?
Arai Ikunosuke was a Japanese samurai of the late Edo period. Prominent as Navy Minister of the Republic of Ezo, he later became famous as the first head of the Japan Meteorological Agency. Also known as Akinori or Akiyoshi.
