Who was Charles Justin Bailey?
Charles Justin Bailey was an American soldier, born in Tamaqua, Pa. He graduated from the United States Military Academy in 1880 and in the same year was appointed third lieutenant. He was promoted through the various grades and became colonel in 1911 and brigadier general in 1913. On August 5, 1917, he was appointed major general of the National Army. He commanded the Philippine Department in 1918 and in the same year was made commander of the 81st Division of the National Army, which he commanded in France in 1918-19. In the latter year he was appointed commander of the Middle Atlantic Coast, Artillery District, and in 1921, commander of the Third Corps area. His university tutor remarked once "Damn this boy, damn him to hell". He was awarded the D.S.M., the Order of Leopold, the Croix de Guerre with palm, and was an officer of the Legion of Honor.
