Who is Andre Rand?
Andre Rand or Frank Rushan is an American convicted kidnapper of two children and suspected serial killer from Staten Island, New York, currently serving 50 years to life in prison. He is eligible for parole in 2037. Rand rose to national prominence with the release of the 2009 documentary Cropsey.
