Faiza Abou el-Naga is the government's Minister of Planning and International Cooperation, that coordinates international aid to Egypt. It is reported that Abou el-Naga was the principal instigator of the action on February 6, 2012, to criminally charge 43 members of non-governmental organizations in Egypt with operating without required licenses, an occurrence which has seriously strained relations with the United States.
