Who is Ian C. Kelly?
Ian C. Kelly is the current U.S. Representative to the Organization for Security and Cooperation in Europe. He was sworn into the position on March 17, 2010. Prior to his current position he served as spokesperson for the United States Department of State for over a year from May 2009. He holds a bachelor's degree from St. Olaf College in Minnesota, and a Master's degree from Northwestern University.
Before becoming a Senior officer in the United States Foreign Service, Kelly taught Russian at Columbia University, where he also earned a doctorate in Slavic studies and literature. He can speak Russian, Italian, Serbo-Croatian, and Turkish at various levels of skill.
