Who was Charles "Chic" Sale?

Charles (Chic) Sale, a Stage Actor and Commedian became famous for his short story about Len Putt, the outside "privie" builder, titled "The Specialist" in 1929, with wonderfull illustrations by William Kermode. In England alone it had already sold 297,000 copies by the 34th edition in 1949.
