Hasan Doğan was born in Ankara capitol of Turkey. He completed his primary, secondary and high school education in Ankara. He studied theology at Ankara University and graduated in 1999. He obtained master and doctoral degrees at Social Sciences Institute, Ankara University. He worked as a broadcaster at a local radio station based in Ankara and as a teacher.
He became chief of cabinet of the Turkish Prime Ministry in 2008.
