Who is Hilton Cheong-Leen?

Hilton Cheong-Leen is the chairman and the founder of the Hong Kong Civic Association, which he founded in 1954. He was first elected as a member of the Civic Association to the Urban Council of Hong Kong on 1 April 1957 and also the Vice-Chairman of the Council. He was later appointed to the Legislative Council in 1973 and indirectly elected in 1985. He was the first elected member ever to serve in the Legislative Council. He served in the Urban Counicl until 1991. Cheong-leen was instrumental in pushing for the nine years of compulsory schooling.
