Who was James P. Buchanan?
James Paul "Buck" Buchanan served as U.S. Representative from the 10th district of Texas from 1913 until his death on 22 February 1937. He was the chair of the Appropriations committee from 1933 on.
He was a member of the Miller group in Washington.
