Who is Mikhail Nikolayev?

Mikhail Yefimovich Nikolayev, was the president of the Sakha Republic from 1991 to January 2002. He was succeeded by Vyacheslav Shtyrov. He graduated from the Omsk State Veterinary Institute in 1961.
