Who was Mougel Bey?
One of the leading French engineers of his generation, who spent most of his active life from 1839, in Alexandria, Egypt. Working for the Egyptian Government, he designed the Rosetta and Damiette Weirs at the mouth of the River Nile, from 1842 onwards, only completing them with the team of Sir William Wilcocks and Colin Scott Moncrieff in the 1880's. He was also involved in the Suez canal, carrying out for de Lesseps the first survey of the canal course with Linant Bey (L.-M. Linant de Bellefonds) and submitting the preliminary design proposals in 1856. He was educated at the Paris Polytechnic Ponts e Chaussés.
