Who is Oluf Skarpnes?
Oluf Skarpnes is a Norwegian jurist.
From 1982 ot 1998 he was the County Governor of Vest-Agder. He had previously worked as a jurist in the Norwegian Ministry of Justice. He was also the chair of the Skarpnes commission.
