Who is Vic Stelly?

Victor Theodore Stelly, known as Vic Stelly, is a retired businessman from Lake Charles, Louisiana, a former member of the Louisiana Board of Regents for Higher Education, and from 1988-2004 a Republican member of the Louisiana House of Representatives from District 35 in Calcasieu Parish in the southwestern corner of his state. He is best known for the since repealed Stelly Plan tax-shifting amendment.
