Who is Zhang Shuguang?

Zhang Shuguang was the deputy chief engineer of Ministry of Railways and the deputy chief designer of the Chinese high-speed railway. He has since been fired for corruption in the high-speed rail projects. He is estimated to have misappropriated $2.8 billion to his personal overseas accounts.

Zhang was born in Shanghai but is considered a native of his ancestral home Liyang, Jiangsu by Chinese convention. He graduated from Lanzhou Railway University in 1982.
