Von 2002 bis 2005 war er Parlamentarischer Staatssekretär bei der Bundesministerin für Gesundheit und Soziale Sicherung, danach bis November 2009 Parlamentarischer Staatssekretär beim Bundesminister für Arbeit und Soziales.
