吕新华，浙江省绍兴市诸暨人，中华人民共和国外交部副部长，驻香港特派员。全国政协十二届一次会议新闻发言人。
吕新华毕业于杭州大学。1974年进入外交部。1998年，担任中华人民共和国驻芬兰大使。2002年，担任外交部部长助理。2003年，担任外交部副部长。
