Who is Bill Quirk?

Bill Quirk is an American politician currently serving in the California State Assembly. He is a Democrat representing the 20th district, encompassing the southern East Bay of the San Francisco Bay Area. Prior to being elected to the state assembly, he was a Hayward city councilmember.

Quirk is the only rocket scientist to serve in the California legislature. He has a Ph.D. in astrophysics from Columbia University.

On February 19, 2014, Quirk introduced AB-1876, a bill which would lower the cost of collect calls from prisoners at state jails and juvenile detention facilities by prohibting the payment to prison authorities of commissions on the calls. A similar prohibition for state-operated prisons was enacted earlier by Senate Bill No. 81 of 2007.
