Who was Francis K. Newcomer?
Francis K. Newcomer was Governor of the Panama Canal Zone from 1948 to 1952.
He graduated from the United States Military Academy at West Point in 1913. He was commissioned a second lieutenant in the U.S. Army Corps of Engineers. He served as Panama Canal maintenance engineer 1944-48. From 1948-52 he served as Governor of the Panama Canal Zone.
