Frank Lyga was an officer in the Hollywood Division of the Los Angeles Police Department known for shooting and killing Community Resources Against Street Hoodlums officer Kevin Gaines. The resulting LAPD investigation of Kevin Gaines helped lead to the Rampart Scandal.
