Who is Thomas W. Phillips?
Thomas W. Phillips is a Senior United States District Judge.
Born in Oneida, Tennessee, Phillips received a B.A. from Berea College in 1965, a J.D. from Vanderbilt University Law School in 1969, and an LL.M. from George Washington University Law School in 1973. He was in the United States Army, JAG Corps from 1969 to 1973. He was in private practice in Oneida and Knoxville, Tennessee from 1973 to 1991. He was a County attorney, Scott County, Tennessee from 1976 to 1991. He was then a United States Magistrate Judge for the Eastern District of Tennessee from 1991 to 2002.
On June 26, 2002, Phillips was nominated by President George W. Bush to a seat on the United States District Court for the Eastern District of Tennessee vacated by James H. Jarvis II. Phillips was confirmed by the United States Senate on November 14, 2002, and received his commission on November 15, 2002. He took senior status on August 1, 2013.
