Who is Devinder Pal Singh Bhullar?

Devinder Pal Singh Bhullar is a convict on death row in India, whose death sentence has recently been stayed by the Supreme Court of India.

An engineering teacher by profession, he taught in Ludhiana before his conviction for a bomb blast in Delhi. He was declared guilty of killing nine bystanders in a 1993 car bombing intended to kill politician Maninderjeet Singh Bitta, and sentenced to death by hanging by a split decision, that remains controversial in human rights circles. The Supreme Court of India on 21st January 2014 commuted the death sentence of 15 death row convicts on account of delayed execution and on account of mental health of the convicts. Bhullar was among those whose sentences were commuted.
