Who is José Luis Rivera Guerra?

José Luis Rivera Guerra is a Puerto Rican politician formerly affiliated with the New Progressive Party. He was a member of the Puerto Rico House of Representatives from 2000 to 2013, representing the 17th District.

In 2011, Rivera Guerra was in the middle of a scandal, when it was revealed there were some irregularities regarding the registration and permits of his residence, as well as in the tax and utilities payments of it. Although the Ethics Committee of the House of Representatives initially dismissed the complaint, the case caused a public uproar among the people and received major media attention. As a result, Governor Luis Fortuño and the PNP referred the case to the Department of Justice of Puerto Rico, and disqualified Rivera Guerra from running in the 2012 general election.

After being removed from the party, Rivera Guerra started to campaign as a write-in candidate, but wasn't successful. Several weeks after the election, a warrant was issued for his arrest.
