Professor Amat al-Razzak Hammed is the Minister for social affairs of Yemen. She has proposed new laws to punish fathers who force their daughters into young marriages. However this can be controversial as the prophet Muhammad married a young girl, and promoting contradictory laws could cause social tensions in an Islamic state such as Yemen.
