Duncan was born in Greenville, North Carolina. He graduated from J. P. McCaskey High School in Lancaster, Pennsylvania.
Duncan served in Italy in World War II and won five combat stars.
In 2003, Duncan received an honorary degree in professional studies from Elizabethtown College in Elizabethtown, Pennsylvania.
