Who is David Borrow?
David Stanley Borrow is a British Labour Party politician, who was the Member of Parliament for South Ribble from 1997 to 2010. He is currently a Labour Party councillor on both Preston City Council and Lancashire County Council. From May 2013 he is Deputy Leader of Lancashire County Council.
