Who was E. Pendleton Herring?
E. Pendleton Herring was an American political scientist who served as Director of the Bureau of the Budget, as Secretary of graduate education at Harvard University, and in numerous other academic and public roles. He served as the 48th President of the American Political Science Association.
He was the chief intellectual architect of the National Security Act of 1947, which culminated in the reorganization the military and intelligence branches of the federal government, including the creation of the Department of Defense and the Central Intelligence Agency.
He was considered one of the most important scholars of public administration of his generation.
Herring received his PhD from Johns Hopkins University.
