Who was Edwin Busuttil?

Professor Edwin Busuttil B.A., LL.D., M.A., B.Litt., Christ Church Rhodes Scholar 1942, was born in Floriana, Malta on 17 September 1923. He served as Head of Department of Public Law and Criminal Law as well as Dean of the Faculty of Law and Pro-Rector of the University of Malta. Professor Busuttil was Deputy Leader of Malta's Constitutional Party and in this capacity was a member of Parliament between 1952 and 1953 as well as Speaker of the House of Representatives. He was also a member of the University Senate, the University Council and the Medical Council besides presiding as Chairman of the Broadcasting Authority, Chairman of the Disciplinary Board of the Public Service Commission and Electoral Commissioner. Professor Busuttil was a member of the European Commission of Human Rights since 1967 for 32 years and the European Commission’s Delegate to Human Rights Conferences all over the world. He also carried the post of Government Consultant on the Ratification of International Treaties. Professor Busuttil was Vice-President of the Centro Internazionale di Ricerche, Studi Sociologici, Penali e Penitenziari of Messina, Italy. He is the author of various publications and numerous articles in legal publications. Professor Busuttil died on 20 December 2009 and is survived by his wife Emma and 3 sons Clarence, Graham and Trafford.
