Who was Herman Toll?

Herman Toll from 1959 to 1967 was a Democratic member of the U.S. House of Representatives, serving Pennsylvania. He strongly supported the civil rights movement, and sponsored legislation to create several federal agencies, including the U.S. Department of Urban Affairs and Housing.
