Who was Joe Waggonner?
Joseph David Waggonner, Jr., better known as Joe D. Waggonner, was a Democratic U.S. Representative from Bossier Parish who represented the Fourth Congressional District of northwest Louisiana from December 1961 until January 1979. He was also a confidant of Republican U.S. President Richard M. Nixon, and in 1974 hosted Nixon's first public appearance after his resignation amid the Watergate scandal.
