Who was John J. Gilligan?
John Joyce "Jack" Gilligan was an American Democratic politician from the state of Ohio who served as a U.S. Representative and the 62nd Governor of Ohio. He was the father of Kathleen Sebelius, former Secretary of Health and Human Services and former Governor of Kansas. Gilligan and Sebelius are the only father and daughter ever to have both been elected state governors.
