Joseph Russell was a U.S. Representative from New York.
Born in New York and resided in Warrensburg, New York, Russell received a limited schooling. Sheriff of Warren County, November 1834-November 1837. He served as member of the New York state assembly, 1840.
Russell was elected as a Democrat to the Twenty-ninth Congress.
Russell was again elected to the Thirty-second Congress.
