Josephus Samuel Cecil was a United States Army officer who received the Medal of Honor for his actions during the Philippine-American War. Cecil was a Mustang who had joined the Army in 1898, and served as a non-commissioned officer during the Spanish-American War. He retired with the rank of Colonel.
