He was a District attorney of Washoe County District Attorney's Office, Nevada from 1975 to 1979. He was in private practice in Nevada from 1979 to 2001.

Hicks is a federal judge on the United States District Court for the District of Nevada. Hicks was nominated by President George W. Bush on September 4, 2001, to a seat vacated by Johnnie B. Rawlinson. He was confirmed by the United States Senate on November 5, 2001, and received his commission on November 7, 2001. He took senior status on December 13, 2012.
