Who was Leland G. Mims?
Leland Garland Mims was a Minden, Louisiana, businessman and civic leader who served as a member of the Webster Parish Police Jury from 1953–1976 and as president of the body from 1956-1973. He was also the elected president of the Police Jury Association of Louisiana from 1965–1967 and served for several years as well on the executive committee of the statewide organization. On October 5, 1976, Minden observed "Leland Mims Day".
