Philip Roy "Phil" Gallie was an English-born Scottish politician who served as a Conservative Member of Parliament for Ayr from 1992 to 1997 and Member of the Scottish Parliament for the South of Scotland region from 1999 to 2007. He was also an officeholder within the Scottish Conservative Party.
