Thomas W. Sutherland was born c. 1817 in Pennsylvania and moved to San Diego sometime before 1850.
Sutherland and his wife Joanna had one son in 1850.
From March 1850 to 1850 Sutherland was the last Acting Alcalde of San Diego. Sutherland was the city district attorney under the U. S. Government, and District Attorney in 1851. He moved to San Francisco, California in 1852. He died on 2 Feb 1859 in Sacramento, California. He's buried at Lone Mountain Cemetery in San Francisco.
