Who is Celestino Armas?
Celestino Armas, was a Venezuelan engineer and politician. He held a number of ministerial positions in the First Presidency of Carlos Andrés Pérez and in the Second Presidency of Carlos Andrés Pérez. As Minister for Energy and Mines, he was elected President of OPEC in June 1991.
He obtained a degree in engineering from the Central University of Venezuela, and a postgraduate degree from the Colorado School of Mines.
